A partnership between King’s Ransom Foundation 501(c)(3) and Armour Excavating LLC, both of Kerr County, Texas
What is the purpose of the Armour Flood Fund?
To quickly deploy donations directly to front-line clean up on personal property and small businesses that require equipment and crews. This partnership will not provide services that are already being provided by TDEM (Texas Division of Emergency Management) contractors, such as right of way pick up or clean up on the river. However, this partnership will move flood debris from the site of the home or business to the right of way for pick up. The Armour Flood Fund will prioritize sites where people lack access to their housing or are unable to operate their business and who do not have insurance coverage nor FEMA support.
Why is the Armour Flood Fund critical in Kerr County?
The Armour Flood Fund offers local residents and businesses immediate help in cleaning up and rebuilding their sites. Generous donations of clothing, bedding, toiletries, etc. are ample, but residents need donations to physically rebuild, for which they need contractor-based equipment and crews, due to the tons of flood debris and vast site destruction.
How does the Armour Flood Fund prioritize its relief efforts?
The Armour Flood Fund will prioritize work sites where residents lack access to housing or are unable to operate their business due to flood damage and will prioritize those who do not have insurance coverage nor FEMA support.

- Donors donate to Kings Ransom Foundation on the Armour Flood Fund page.
- Armour Excavating manages a sign-up sheet for local residents and businesses seeking donations to help them with their individual clean up and rebuilding projects. Individual projects typically require contractors to provide heavy equipment such as skidsteers and trucks for tasks such as clearing, paving, and hauling, as well as skilled labor/trades.
- Individual project requests are prioritized by need, and then Armour scopes and estimates each project. Armour then plans, executes, and documents each project either utilizing their own team or other local contractors.
- Project costs are reimbursed to the contractor(s) from the Armour Flood Fund donations.
- The Oversight Committee* ensures that all donations are utilized directly and effectively, with an appropriate project scope and cost. *See below for more on the Oversight Committee.
How are King’s Ransom board members compensated?
Members of the board of directors are all volunteers who believe in the work and donate their time.
How does King’s Ransom determine what organizations to support?
King’s Ransom has a stringent process for vetting partner organizations, where we look at the fruit of their work, financial stewardship, their leadership, and other factors.
What does King’s Ransom require from our partners?
We require that all our partners ensure that all funds received shall be directed for the designated purpose we have given them. If a recipient fails to use the funds as they have been appropriated for any reason, any further support will be forfeited and retrieved funds will be distributed at the sole discretion of King’s Ransom Foundation without dispute. We grade our partners to increase or decrease the funds or cut ties with them to ensure that those who we partner with have the understanding that we will hold them accountable for how they use the funds we provide them.
Is a fee being charged to raise donations for the Armour Flood Fund?
No, King’s Ransom Foundation and Armour Excavating are not charging any fees. King’s Ransom Foundation will utilize 15% to cover any merchant fees, and the remainder will be used for the greatest impact. Armour will utilize 85% of the donations to fund contractor-related work. In keeping with KRF’s mission, 100% of the donations will be going to front line activities and not general overhead. There will be no red tape, bureaucracy, or delays in deploying these donations to the front line.
* Will Armour Excavating be making a profit from the services provided? How does the Oversight Committee for the Armour Flood Fund work?
Yes, Armour will have some profit, but a qualified Oversight Committee established by KRF will be reviewing each project’s cost to ensure fair and standard pricing practices. KRF and the Oversight Committee will also inspect projects to ensure that they were completed in a professional manner.
Armour and the other contractors who will conduct these services have been volunteering equipment and crews for free during the most critical post-flood search & rescue phase. But given the expense of heavy excavating equipment and hauling trucks, contractors cannot afford to offer free services indefinitely.
Will local Kerr County contractors be utilized?
Yes, only local Kerr County based and owned businesses will qualify to provide services.
Will Armour Excavating provide all the services?
No, Armour will involve a number and variety of contractors to assist in completing the services.
How will Armour Excavating manage the various clean up and rebuilding projects?
Armour, prior to this tragic disaster, had already invested in and deployed technology within its operations to enable it to scale quickly to execute multiple projects and large projects, including working with other contractors and sub-contractors. Our digital phone system, job quoting & scheduling, and our time tracking system are all cloud-based software solutions that easily scale to support this initiative. One additional benefit of our technology is that it tracks the geo location of equipment and crews. With these systems, documentation and accountability are built-in features of our operations.
How do you ensure that these donations will not be spent on fraudulent projects?
Everyone involved in this partnership and every contractor used will be local residents. We know Kerr County and we know exactly where the flood created the damage, as we have been involved in this relief effort from day one. Every single project will be visited by KRF and the contractor to establish a budget and ensure it’s a legitimate relief impact. Yet, unfortunately, we have already had some people try to take advantage of this partnership. We are tracking the names of those individuals and sharing them amongst contractors to avoid repeat offenses.
